James V. Lacy

James V. Lacy, founded the United States Justice Foundation in 1979 and serves as its President. He is author of the Politico bestseller “Taxifornia,” has an extensive social media following and has been a frequent guest on Fox Business News Channel’s “Varney & Company,” France 24, Australia’s “Weekend Breakfast” and KABC-Los Angeles radio’s “John Phillips Show.” Lacy has served as a member of the California delegation to the 2016 and 2020 Republican National Conventions; and he also was a delegate to the 1976 Republican National Convention from California, pledged to Ronald Reagan.

Lacy is a third-generation native Californian. Born in Oakland, he is a graduate of Bellarmine College Preparatory in San Jose, received his undergraduate degree at USC in Los Angeles and his Juris Doctorate from Pepperdine University School of Law at Malibu. Lacy is admitted to practice law in California and the District of Columbia is a member of the bar of the Supreme Court of the United States and has served as a member of the Board of Visitors of Pepperdine University School of Law. In 1978, he served as an aide to Howard Jarvis, the author of the historic Proposition 13 tax-cut. Lacy worked for Reagan’s election in 1980 and after Reagan’s victory, joined the Administration in Washington, D.C., where he served all eight years, including as a senior executive at the Commerce Department and as General Counsel to the U.S. Consumer Product Safety Commission. Lacy also served for two and half years in the Administration of George H.W. Bush including as Chief Counsel for the Technology Administration at the U.S. Department of Commerce. Jim Lacy was a member of the Board of Directors of the American Conservative Union for 38 years, served as Co-Chairman of the annual “CPAC” conference in Washington, D.C. from 1980-83, and assisted the Heritage Foundation in 1981 and 1985 as a chapter author of their “Mandate” books for the Presidential transitions. Lacy has served as counsel of record in two important Federal Court cases enjoining unconstitutional restrictions on political speech by the State of California.

Lacy manages his law firm, “Wewer & Lacy, LLP” which focuses on election and advocacy law, and owns Landslide Communications, a political communications firm. Lacy also serves as the publisher of the California Political Review.
